The Kaduna State House of Assembly is considering reversing the merger of three campuses of the Kaduna State College of Nursing and Midwifery over concerns that the arrangement has created administrative challenges and affected the quality of training.

The lawmaker representing Jama’a Constituency, Hon. Ali Kalat, who sponsored the motion, raised the concerns during Tuesday’s plenary presided over by the Deputy Speaker, Hon. Magaji Henry Dajuma.

The motion was titled: “The Need for an Independence of the Multi-campus College of Nursing and Midwifery in Kaduna.”

Kalat said the merger, introduced by the previous administration to improve the institution’s performance, had instead created administrative challenges that affected its operations.

He explained that the provost operated from the Tudun Wada campus in Kaduna, while the Kafanchan and Pambegua campuses were managed by deputy provosts.

According to him, the structure had created gaps in communication and coordination, making the day-to-day management of the campuses difficult.

He added that funds allocated for operational expenses did not always reach the other campuses as required, affecting their ability to provide adequate facilities and effective training for students.

The lawmaker said a comparison of the institution’s performance before and after the merger showed that the arrangement was not achieving its intended objectives.

“The best way to do it is to reverse it. The proposed legislation would allow the three campuses to operate independently and manage their resources according to their respective needs”.

Kalat said the move would enable each campus to receive and manage its operational funds directly, helping it address its administrative, infrastructural and training needs.

On the next legislative steps, he said the Speaker of the House had directed him to present the existing law governing the college to facilitate its amendment.

He disclosed that he planned to introduce a bill to repeal the merger arrangement and establish a new legal framework allowing the three campuses to operate independently.

“By the 20th of this month, I will be bringing a bill that will repeal the merger and enact a new one,” Kalat said.

He expressed confidence that the proposed separation would improve the management of the campuses and strengthen nursing and midwifery education in Kaduna State.

Meanwhile, a bill seeking to establish the College of Post-Basic Nursing Sciences, Rigasa, and provide for related matters passed first and second readings during the plenary.

The bill was referred to the House Committees on Health and Judiciary for in-depth study.

The House also passed through first reading a bill seeking to establish the Kaduna State Local Government Service Commission Law, 2026.

The Assembly adjourned its sitting to Wednesday, October 14, 2026.(Leadership)
